“Central Bureau of Investigation (CBI) must Intervene to Check Corruption and Irregularities in Private Medical, Pharmacy and Engineering Colleges in the Telangana State” ―Professor M.S.Rao

Presently the scenario in the private pharmacy, medical and engineering colleges in the Telangana State is terrible. There is no quality of education imparted to the students and the educators are not treated with dignity and honor. The educators who question the system are removed arbitrarily. Faculty doesn’t receive salaries on time. Worse, they don’t get salary when they leave these private colleges.  The owners of these private colleges file wrong cases against leaving faculty to avoid paying salaries. Some of the senior professors and principals are retained by force in services without paying their salaries as the new professors and principals are unwilling to join these rogue colleges. The serving principals and professors are caught between the devil and the deep sea. They have their family obligations and commitments and are concerned about the goon power of the owners of these colleges.  Since they are intellectuals they cannot stoop low like the owners of these private colleges. These notorious owners are noted for using local goons to settle the scores and crush the opposition and rebellion at any cost. They have nexus with top politicians as they fund political parities regularly. They have money power and muscle power but lack in moral power.

Usually the Central Bureau of Investigation (CBI), India’s federal investigative agency enters to check corruption and irregularities in the Central Government. It doesn’t enter into State Government without the latter’s permission. In rare cases, CBI can enter to check corruption and irregularities in private pharmacy, medical and engineering colleges. Presently there is a lot of corruption and irregularities in the private colleges in the Telangana State. The TRS government conducted special task forces to check corruption and irregularities in these private colleges.  These unscrupulous colleges are notorious for hiring the faculty before the inspections to meet the requirements of their affiliated universalities and AICTE and firing the faculty after the inspections. These colleges adopt the philosophy of ‘use and throw’ of faculty which must end immediately.

Since there are many irregularities and complaints, CBI must enter to check the corruption and irregularities in these private colleges. It helps ensure transparent system where students get good education as per the standards; and the faculty and non-teaching employees get their salaries on time. It can also check cheating by these private colleges who avoid paying salaries to faculty when the latter leave their colleges. It eliminates arbitrary removal of faculty from services without addressing the grievances. Presently some private colleges in Telangana State don’t pay summer salaries to their faculty. These colleges cheat faculty by not paying salaries for many months. If faculty complains to their affiliated universities and regulating bodies, their lives are under threat as the owners of these private colleges have close connections with local goons and mafia. They also have nexus with top politicians. They fund all political parties during elections. Hence, faculty finds it very tough to work in unhealthy academic ambience. Since educators are intellectuals, they cannot stoop low like the owners of these private colleges who behave like goons with the faculty in the college campuses. Hence, there is an urgent need for CBI to enter into such private colleges to address the grievances of faculty and students. Remember, the day corruption enters into Indian Armed Forces and Indian educational institutions, the country will collapse. Hence, I implore CBI to intervene to check corrupt colleges and cancel their affiliations to infuse confidence in students and faculty to ensure quality education to take India to great heights globally. When you look at the ranking of Indian universities globally, we stand nowhere near to the top 100 universities. There are a number of reasons for not listing Indian universities at the top level. Let us address some of the reasons for this present scenario.  We don’t have quality infrastructure. There are no adequate research facilities. In India, teaching means only classroom teaching as it doesn’t include research and consultancy which are indeed the pillars of teaching.  The best talent doesn’t join teaching profession due to lack of career opportunities, ambience and facilities. The present Indian education system doesn’t believe in creativity and innovation. It believes more in 3 Rs – read, write and reproduce which encourages memory. Students cram content and reproduce during exams without understanding the essence.

The private educational institutions collect a huge fee from students like leeches and believe more brand building than providing quality education to students. The regulating bodies including All India Council for Technical Education (AICTE) are not equipped with adequate powers to check irregularities and corruption in private colleges especially medical and engineering institutions. Some of the private medical and engineering colleges don’t provide the salary to their employees when the latter leave the educational institutions.  Worse, the teachers are not paid salary for a period of three months when they leave these private educational institutions. The managements of these private medical and engineering colleges file fictitious cases and fire them.  Here are some steps to check irregularities and corruption to ensure conducive academic ambience in private educational institutions in India:
  • Close down unethical private educational institutions that don’t comply with the guidelines and violate the rules and regulations.
  • Conduct sudden inspections to find out whether faculty is working physically in the colleges.  
  • Update and upgrade teaching pedagogy regularly.  
  • Make the selection process of faculty stringent.
  • Offer pay and perks to the faculty as per the industry standards.  
  • Encourage students who are seriously interested in acquiring education.
  • Strengthen of the hands of AICTE and other regulating bodies. Ensure that they are well protected. Also keep them free from corruption.
  • Ensure funding by government to the professionally run educational institutions.

It is time to professionalize Indian education system to impart quality education to students and add sanctity to educators. Then, we can think of topping globally.

“Dear Owners of Private Medical and Engineering Colleges in Telangana State! Don’t Convert Education into Prostitution” ―Professor M.S.Rao

It is unfortunate to blog about the irregularities and corruption in the private medical, MBA and engineering educational institutions in the state of Telangana. Although the TRS government in Telangana State conducted Task Forces to check irregularities and corruption in these private educational institutions,  there are lots of irregularities still going on.

The managements of these private colleges treat the principals of their educational institutions as puppets without giving them due respect and powers. When the principals want to follow the rules to protect the faculty and employees, they are fired by the owners of private colleges. There are many cases where the principals and professors who follow the rules are fired from these colleges on silly charges.  At times, the private managements file wrong charges against these principals and professors to get rid of them without paying salaries. Worse, these private managements fill the senior positions and principals before the JNTU, OU and AICTE inspections to comply with the guidelines such as availability of PhD holders and the faculty members as per the faculty and student ratio. Once inspections are completed, the senior faculty members are fired without giving valid reasons. These managements are notorious for not giving salaries to their employees, service certificates and last salary drawn certificates when the latter leave their services. They also use their security forces against their faculty members.

The owners of these private colleges show to regulating bodies that they are paying salaries as per the AICTE guidelines and transfer the salary to employees through bank and they take the signatures of the employees for the differential payments. These transactions are clearly evident through bank transactions. Any Income Tax department can make a note of these irregularities. The bank employees associated with these colleges are also aware of these manipulations by these private colleges. Nowadays these notorious private colleges started taking signed cheques from their employees to avoid getting caught by the regulating bodies and income tax department. These private managements deduct the income tax amount from their employees as per the salary paid as per the AICTE (which is always higher than the salary actually paid to the employees). In this way, the employees pay more tax to Income Tax department than what they are supposed to pay due to the inflated salaries by the private managements to comply with regulating bodies.  In this way also, the private managements are benefitted.  

The students suffer the most under these notorious private managements as the latter charge exorbitant fee by dubious means. These private managements charge money from students by way of conducting extra classes or seminars or the projects.

The owners of these private colleges have close connections with top politicians from all political parties and pay money during the elections. If required, they use goons to crush the faculty members and employees who voice against corruption and irregularities in their colleges. Some of the colleges are run by local politicians indirectly. Hence, the employees and students find it tough to check this menace. The intellectuals in the affiliated universities and regulating bodies are aware of these irregularities and corruption but they are helpless. The owners of these private management invite top officials from these affiliated universities and regulating bodies to their college ‘annual day’ functions and for other ceremonies to keep them in good humor. These top officials are also paid with huge honorarium by way of ‘guest lectures’. 

The owners of these private colleges have converted education into prostitution. Therefore, there must be coordinated efforts from all stakeholders including government, press, nonprofits, parents, intellectuals, and students to check corruption and irregularities in private engineering colleges in the state of Telangana and elsewhere in India. If essential, Central Bureau of Instigation (CBI) must enter to check corruption in these private colleges.

The objective of any education is to creative conducive environment for educators to share their knowledge with students to make them as enlightened and healthy citizens. Unfortunately, it is missing now. It is time for all of us to set the house in order to build a better society.
